ISSUE:  Whether or not the Petitions have been rendered moot and academic 

FACTS:  On May 1, 2001, President Gloria Macapagal Arroyo (GMA) issued Proclamation No. 38 declaring a state of rebellion in the NCR. She likewise issued General Order No. 1 directing the AFP and the PNP to suppress the rebellion in the NCR. Petitioners assail the declaration of a state of rebellion and the warrantless arrest allegedly effected by virtue thereof, as having no basis both in fact and in law. On May 6, 2001, President Macapagal-Arroyo ordered the lifting of the declaration of a state of rebellion in Metro Manila. 

DECISION:  Dismissed. 

​RATIO DECIDENDI:  The Petitions have been rendered moot and academic when GMA lifted the declaration of a state of rebellion in Metro Manila.
